Virgilio Louis (ビルヒリオ・ルイ) is the current Prime Minister of the Balt-Rhein Empire and serves as one of the primary antagonists in the anime and manga series Shoukoku no Altair. A cunning and ruthless strategist, Louis plays a central role in the Empire’s expansionist ambitions, using diplomacy, manipulation, and military force to strengthen Balt-Rhein’s dominance across the continent.
Appearance

Appearance in Anime
Virgilio Louis has short, voluminous hair in a greenish-blond hue, complemented by a neatly trimmed beard of the same color. He has an oval-shaped face, narrow mint-colored eyes, thin eyebrows, and a prominent, crooked nose that adds to his distinctive look.
His attire is formal and somewhat flamboyant, consisting of tight black pants, thigh-high brown boots, and a high-necked, long-sleeved shirt with red and black stripes and exaggerated, puffed shoulders. Over this, he wears a dark green open coat and accessorizes with a necklace and a pair of white gloves, emphasizing his status and refined taste.
Personality
Virgilio Louis is a cunning and manipulative political strategist who prioritizes personal victory above the well-being of the Balt-Rhein Empire. He is fiercely determined and highly confident in his own abilities, often displaying unwavering certainty that his plans will succeed. Louis views political conflict and warfare as a game, yet he remains intensely serious about achieving success.
He has a competitive streak and can become petulant when things do not go his way, occasionally seeking praise or recognition to soothe his frustration. Despite his smug and proud nature, Louis typically presents himself as calm and in control, creating the impression that he always has a grasp on the situation. He is often blunt in speech and unapologetically offends others if it serves his objectives, showing little concern for diplomacy when it stands in the way of his ambitions.
Abilities
Virgilio Louis is renowned for his exceptional intellect and strategic prowess. Throughout the series, he consistently demonstrates a deep understanding of political and military tactics, often staying up late into the night meticulously refining his plans. His dedication borders on obsession, particularly when it comes to ensuring the success of the Balt-Rhein Empire’s expansionist agenda.
In addition to his strategic mind, Louis is a highly skilled cartographer. He personally creates and regularly updates detailed maps of nations and regions targeted for conquest, using them as tools to guide the Empire’s military campaigns and diplomatic maneuvers.
Despite his formidable mental capabilities, Louis has not displayed any notable physical abilities, relying entirely on his intellect, planning, and manipulation to influence the course of events.
Relationships
Simon Blanchard
Virgilio Louis shares a notably close and informal relationship with Simon Blanchard, often appearing relaxed and casual in his presence. He has been shown to act somewhat childishly around Simon, even demanding praise when he is in a bad mood or when situations don’t unfold as he desires. The two are frequently seen together in the later chapters of the series, engaging in light conversation and interacting with a familiarity not seen in Louis’s dealings with others.
Their dynamic is marked by an unusual level of comfort Louis even allows Simon to tug at his beard without protest, a gesture that implies a degree of intimacy and trust. While their bond initially appears to be a strong friendship, there are subtle hints throughout the series suggesting a deeper, more personal connection. These implications of a romantic or sexual nature were later confirmed by series creator Kotono Kato, who stated that aside from their unorthodox personal relationship, Louis and Simon are also professional colleagues.
