Togusa (トグサ, Togusa), is a key member of Public Security Section 9 in the Ghost in the Shell franchise. He is the second most prominently featured male character after Batou and is unique among the Section 9 team for retaining most of his natural human body, making him stand out in a unit heavily composed of cybernetically enhanced operatives.
Togusa is often seen as the most “human” member of the team, both in his physical state and his moral outlook. He serves as the team’s detective, often utilizing his sharp investigative skills rather than brute force to solve cases. His background as a former police officer makes him an outlier in a team largely composed of ex-military personnel. His pragmatic and down-to-earth perspective brings an emotional core to Section 9, as he frequently questions the ethics of cyberization, government surveillance, and the dehumanizing effects of technology. Despite being physically outmatched by his cyborg colleagues, he proves himself invaluable through his intelligence, perseverance, and unwavering moral compass.
Background

Appearance in anime
Togusa was originally a detective in the Metropolitan Police Department before being recruited into Section 9 by Major Motoko Kusanagi. His selection was considered unusual, as most members of the team were former military or highly cyberized individuals. However, Kusanagi specifically chose Togusa because of his intuition, investigative skills, and strong moral integrity qualities that make him a different kind of asset compared to his heavily armed and enhanced teammates.
Unlike the highly cyberized operatives in Section 9, Togusa is one of the few members to retain most of his natural body. While he does possess a cyberbrain, he lacks full-body cybernetic augmentations, making him more vulnerable in combat but also less susceptible to hacking and cyber warfare. This characteristic allows him to approach cases from a more human perspective, making him an essential counterbalance to the team’s technological reliance.
Throughout his time in Section 9, Togusa proves his worth by solving complex cases, engaging in undercover missions, and providing a moral check to the sometimes ruthless tactics employed by his team. Over the course of Stand Alone Complex, he grows into a leadership role, gaining the trust and respect of his colleagues, especially Aramaki and Batou.
Appearance
Togusa has a relatively unassuming and natural appearance, making him stand out among the more cybernetic members of Section 9. He has shoulder-length, slightly wavy brown hair, which further distinguishes him from his teammates, who typically have more military-style haircuts. He often wears a brown trench coat over a suit, reinforcing his background as a detective rather than a soldier.
Unlike most of his colleagues, Togusa does not have visible cybernetic enhancements, maintaining a fully human physique. His appearance serves as a symbol of his more traditional detective approach, contrasting sharply with the heavily modified operatives he works alongside.
Personality
Togusa is a highly principled and strong-willed individual who provides a moral anchor for Section 9. His experiences as a former homicide detective have made him wary of excessive reliance on cybernetic enhancements, and he often questions the ethics of technology-driven policing. Despite his lack of cybernetic modifications, he is highly intelligent, resourceful, and dedicated to his work.
Although he is a rational and serious investigator, Togusa is also known for his emotional depth and personal connections. He is deeply devoted to his family, which influences his perspective on law enforcement and justice. This makes him more cautious and strategic in his work, but it also means he often serves as the voice of reason when Section 9 takes morally ambiguous actions.
Unlike some of his more battle-hardened teammates, Togusa is more empathetic and approachable, making him an essential link between Section 9 and civilians who fear cyberization. His strong sense of duty, loyalty, and courage ensures that he is always willing to put himself in danger, despite being at a physical disadvantage compared to his cyber-enhanced peers.
