Shishio Makoto is the main antagonist of the Kyōto Arc in the Rurouni Kenshin series. Once a feared hitokiri like Himura Kenshin, Shishio was betrayed by the Meiji government, which attempted to kill him and burn his body. Surviving the assassination attempt, Shishio spent the next decade amassing power and forming an anti-government militia led by his elite group of warriors, the Jūppongatana.

Appearance
Shishio’s body is heavily bandaged from head to toe due to the severe burns he suffered from the assassination attempt. His menacing presence is heightened by his ever-present katana and dark, intimidating clothing. He is often seen with a distinctive head wrap covering most of his face.

Personality
Cunning, ruthless, and charismatic, Shishio is driven by an intense desire for revenge against the government that betrayed him. He believes in survival of the fit and is willing to use any means necessary to achieve his goals. Unlike Kenshin, Shishio fully embraces the idea that the strong must dominate the weak, leading to his ambition to overthrow the government and take control.
