Rob Lucci, also known as “Massacre Weapon,” is a masked agent of CP0, the World Government’s most elite intelligence organization. Originally introduced as a member of CP9, Lucci was renowned as the strongest assassin in the unit’s history. His cunning and formidable combat abilities made him a fearsome opponent, especially during his undercover mission to obtain the Pluton blueprints in Water 7. After his defeat by Monkey D. Luffy at Enies Lobby, Lucci was dismissed from CP9 but eventually reinstated as part of CP0, where he rose to a higher rank than his former superior, Spandam. Lucci serves as the main antagonist of the Water 7 Arc, a central antagonist of the Enies Lobby Arc, and a major antagonist in the Egghead Arc.

Lucci began his career in the World Government as an elite assassin for CP9, earning a fearsome reputation due to his unparalleled strength and ruthless methods. During the events of the Water 7 Saga, he operated undercover as a shipwright for the Galley-La Company in Dock 1, specializing in treenails, bolts, and sawyer tasks. His mission was to retrieve the Pluton blueprints from Iceburg, the company’s foreman.
Following his defeat by Luffy in Enies Lobby, Lucci and the other CP9 agents were blamed for the havoc caused by the Straw Hat Pirates and dismissed by Spandam. Despite this setback, Lucci survived and eventually clawed his way back into the ranks of Cipher Pol, this time joining the even more prestigious CP0. Within two years, he surpassed Spandam, becoming his superior.
Appearance
Lucci is a tall, muscular man with a distinctive goatee and sharp facial features. His usual attire includes a formal suit and tie befitting his status as a Cipher Pol agent, often complemented by his signature top hat and his ever-present pet pigeon, Hattori. As part of CP9, he wore a more casual outfit reflecting his undercover role. His transformation into a hybrid leopard form using his Devil Fruit powers further emphasizes his fierce and predatory nature.
Personality
Lucci is cold, calculating, and utterly ruthless, embodying the World Government’s philosophy of “Absolute Justice.” He takes great pride in his abilities as an assassin and adheres to his mission objectives with unwavering resolve. Lucci views compassion as a weakness and has little regard for morality, as demonstrated by his willingness to kill anyone who threatens his goals.
Despite his cold demeanor, Lucci respects strength and skill, recognizing Luffy as a formidable adversary after their intense battle at Enies Lobby. His loyalty lies primarily with his own ambition and ideals, making him a dangerous and unpredictable figure.

Water 7 and Enies Lobby Arcs
Lucci serves as the main antagonist of the Water 7 Arc, operating undercover as a shipwright while secretly investigating Iceburg and the Pluton blueprints. His true nature as a CP9 agent is revealed during the Enies Lobby Arc, where he battles Luffy in one of the series’ most iconic and intense fights. Despite his overwhelming strength and mastery of Rokushiki techniques, including his hybrid leopard form granted by the Neko Neko no Mi, Model: Leopard, Lucci is ultimately defeated by Luffy’s determination and willpower.
CP9’s Independent Report
After their dismissal, Lucci and the remaining CP9 agents are featured in the cover page serial CP9’s Independent Report, detailing their survival and eventual regrouping. This period highlights Lucci’s leadership and resourcefulness as he and his comrades navigate life outside the World Government.
Egghead Arc
In the Egghead Arc, Lucci reappears as a major antagonist, now a high-ranking agent of CP0. Tasked with eliminating Vegapunk, he clashes with Luffy once more.
