They adopted Pino, a Cogito Virus-infected AutoReiv, as a surrogate child, creating a semblance of a family life in the highly regulated and impersonal society of the dome city. Raul’s career as a public servant rose to prominence, culminating in his appointment as Director-General of the Citizen Security Bureau.

Raul initially serves as a staunch enforcer of Romdeau’s authoritarian order, overseeing operations to maintain control and suppress dissent. However, the emergence of the Proxies and the growing instability within Romdeau begin to undermine his faith in the system he serves. The loss of his wife and the escape of Pino further compound his emotional turmoil, leading to a gradual mental breakdown.

Raul is a tall, imposing man with short, dark hair and sharp facial features that convey his stern and authoritative demeanor. His formal attire, often consisting of a suit or uniform, reflects his high-ranking position and adherence to the strict protocols of Romdeau’s hierarchy. As his mental state deteriorates, his appearance becomes increasingly disheveled, mirroring his descent into instability.

At the outset, Raul is disciplined, meticulous, and unwaveringly loyal to Romdeau’s system. He values order and efficiency, often taking a hardline approach to maintaining control. However, his emotional attachment to Pino reveals a more vulnerable and human side, hinting at his capacity for love and connection beneath his authoritarian exterior.

As Raul begins to lose faith in the system and grapples with personal tragedies, his personality shifts dramatically. He becomes paranoid, vengeful, and prone to violent outbursts, lashing out at those he perceives as threats. His hallucinations of Vincent Law, whom he blames for much of his misfortune, symbolize his growing obsession and unraveling mental state.

Raul’s faith in the system is shaken when his wife is killed, and Pino, their surrogate child, escapes Romdeau. These events mark the beginning of his descent into despair and madness, as he begins to see the flaws in the city’s governance and the Sybil-like control exerted by the Regent.

Obsession and Downfall
As Raul’s mental state deteriorates, he becomes increasingly obsessed with Vincent Law, blaming him for the chaos in his life. His hallucinations of Vincent reflect his inner turmoil and inability to reconcile his loyalty to the system with the reality of its failures.

Raul’s breakdown culminates in a desperate search for Pino, his only remaining connection to his lost family. His journey ends tragically when he is fatally wounded by an infected AutoReiv and dies impaled on a shard of glass. His death is symbolic of the destructive nature of Romdeau’s rigid system and its inability to sustain the humanity of those who serve it.
