Hakumei is neatly dressed and well-groomed, maintaining the formal and composed appearance of an Imperial Court Official. He has dark brown or black hair, often tied back in a practical fashion, and sharp eyes that reflect his calculating nature. His posture and movements convey a sense of discipline and professionalism, emphasizing his serious approach to governance.

Though he does not seek attention, his calm and authoritative presence makes him noticeable in political discussions.

Heki Hakumei took the Imperial Examinations in the same year as Kou Shuurei and To Eigetsu, securing the fourth highest score. However, out of respect for Li Kouyuu, who had held the record for being the youngest person to pass the Examinations and achieve Jougen, Hakumei deferred his entrance by a year. This decision, however, led to some frustration when Eigetsu surpassed Kouyuu’s record at an even younger age, a fact that irritated Hakumei.

During the training period for new officials, Hakumei noticed that Shuurei and Eigetsu were being subjected to harsher and more humiliating tasks as punishment for overstepping their boundaries. Despite his brash nature, he discreetly offered his support, assisting them in completing their assignments when they were overwhelmed. His actions reflected his strong moral compass and his willingness to stand up for what he believes is fair, even if it meant working behind the scenes.

Later, when Shuurei became involved in investigating a counterfeiting scandal, Hakumei played a critical role in helping her identify forgeries. However, due to his loyalty to his clan, he refused to disclose the identity of Heki Yuukoku, the mastermind behind the forgeries. His unwavering sense of duty and honor highlights his internal conflict between his allegiance to his family and his commitment to justice.

However, he compensates for this deficiency with his keen eye for detail, making him highly proficient in recognizing forgeries and identifying counterfeit works. This skill proves invaluable when assisting Kou Shuurei during her investigation into a counterfeiting scandal.

Li Kouyuu
Hakumei holds deep admiration for Li Kouyuu, looking up to him as his role model and aspiring to become an official just like him. He takes great pride in working under the Ministry of Civil Administration, the same department where Kouyuu serves, viewing it as a great honor. However, Hakumei seems blissfully unaware of Kouyuu’s short temper and notorious lack of direction, traits that many others find frustrating.

Kou Shuurei
Initially, Hakumei comes across as rude toward Kou Shuurei, likely due to his brash personality and preconceived notions about her capabilities as a female official. However, as he witnesses her intelligence, perseverance, and strong work ethic, he eventually acknowledges her talents and dedication. Over time, they develop a genuine friendship, with Hakumei occasionally offering his assistance and support whenever Shuurei needs it.
