Heki Hakumei (碧 珀明 Heki Hakumei) is an Imperial Court Official serving in the Ministry of Civil Administration. He is a dedicated bureaucrat who takes his role in government seriously, aiming to contribute to the stability and prosperity of Saiunkoku. Though not as well-known as some of the more prominent officials, Hakumei is a capable and reliable administrator who plays a significant role in the functioning of the Imperial Court.
Personality and Characteristics

Appearance in Anime
Heki Hakumei can initially come across as brash and rude, often speaking his mind without sugarcoating his words. However, beneath his blunt demeanor lies a kind and considerate nature, which becomes apparent once he warms up to someone. His concern for his colleagues, particularly Kou Shuurei and To Eigetsu, showcases his compassionate side, as he actively steps in when he sees them being overburdened with unreasonable amounts of work.
Hakumei has a strong sense of justice and firm moral convictions, making him unafraid to challenge those in power if he perceives an injustice. He demonstrated this when he stood up to a high-ranking minister on behalf of Shuurei and Eigetsu, despite the potential consequences for his own career. His selflessness and work ethic are further emphasized by his willingness to take on their menial tasks—cleaning toilets and polishing shoes—without hesitation. His actions prove that, despite his rough exterior, Hakumei is a dedicated and noble-hearted official who prioritizes fairness and the well-being of his peers.
Appearance
Hakumei is neatly dressed and well-groomed, maintaining the formal and composed appearance of an Imperial Court Official. He has dark brown or black hair, often tied back in a practical fashion, and sharp eyes that reflect his calculating nature. His posture and movements convey a sense of discipline and professionalism, emphasizing his serious approach to governance.
Though he does not seek attention, his calm and authoritative presence makes him noticeable in political discussions.
Plot
Heki Hakumei took the Imperial Examinations in the same year as Kou Shuurei and To Eigetsu, securing the fourth highest score. However, out of respect for Li Kouyuu, who had held the record for being the youngest person to pass the Examinations and achieve Jougen, Hakumei deferred his entrance by a year. This decision, however, led to some frustration when Eigetsu surpassed Kouyuu’s record at an even younger age, a fact that irritated Hakumei.
During the training period for new officials, Hakumei noticed that Shuurei and Eigetsu were being subjected to harsher and more humiliating tasks as punishment for overstepping their boundaries. Despite his brash nature, he discreetly offered his support, assisting them in completing their assignments when they were overwhelmed. His actions reflected his strong moral compass and his willingness to stand up for what he believes is fair, even if it meant working behind the scenes.
Later, when Shuurei became involved in investigating a counterfeiting scandal, Hakumei played a critical role in helping her identify forgeries. However, due to his loyalty to his clan, he refused to disclose the identity of Heki Yuukoku, the mastermind behind the forgeries. His unwavering sense of duty and honor highlights his internal conflict between his allegiance to his family and his commitment to justice.
Skills and Talents
Art
Although Hakumei is a member of the prestigious Heki Clan, which is renowned for its artistic talents, he lacks the same level of artistic inclination as many of his relatives. However, he compensates for this deficiency with his keen eye for detail, making him highly proficient in recognizing forgeries and identifying counterfeit works. This skill proves invaluable when assisting Kou Shuurei during her investigation into a counterfeiting scandal.
Relationships
Li Kouyuu
Hakumei holds deep admiration for Li Kouyuu, looking up to him as his role model and aspiring to become an official just like him. He takes great pride in working under the Ministry of Civil Administration, the same department where Kouyuu serves, viewing it as a great honor. However, Hakumei seems blissfully unaware of Kouyuu’s short temper and notorious lack of direction, traits that many others find frustrating.
Kou Shuurei
Initially, Hakumei comes across as rude toward Kou Shuurei, likely due to his brash personality and preconceived notions about her capabilities as a female official. However, as he witnesses her intelligence, perseverance, and strong work ethic, he eventually acknowledges her talents and dedication. Over time, they develop a genuine friendship, with Hakumei occasionally offering his assistance and support whenever Shuurei needs it.
Legacy
Heki Hakumei represents the ideal of a competent and dedicated bureaucrat, ensuring that Saiunkoku’s government remains functional and effective. Though he may not seek power or recognition, his pragmatism, intelligence, and unwavering commitment to governance make him an invaluable figure in the empire’s administration.
His rational thinking, respect for merit, and ability to navigate political complexities solidify his place as a key player in the Ministry of Civil Administration, ensuring that Saiunkoku continues to prosper under capable leadership.
