Delrawn Small, known as “Fu,” hailed from New York, New York, and was a father of three. As an ex-convict with 19 arrests and three prison terms, he shared a life with his girlfriend, Zaquanna Albert, who was also the mother of his children. Delrawn had two brothers, Ali Dempsey and Victor Dempsey, the latter serving as a Riker’s Island corrections officer.

On July 4, 2016, Delrawn Small was fatally shot by off-duty NYPD officer Wayne Isaacs in Brooklyn, New York, in front of his wife and children. The incident stemmed from a near-collision between Small and Isaacs’ vehicles. Small allegedly punched Isaacs before the officer fired two shots, killing Small, who was unarmed. Witnesses claim Small only yelled at the officer before the shooting. Isaacs, who had no prior incidents, was treated for head contusions. Small’s family witnessed the tragedy, and a GoFundMe page was set up in his memory.
