Carpaţi Baia Mare did not participate in the new edition due to the Second Vienna Award, which resulted in the city of Baia Mare becoming part of Hungary.

Crișana Oradea, the winner of the 1939–40 Divizia B, was also affected by Hungarian occupation, necessitating the promotion of the runner-up.

The newly promoted FC Universitatea Cluj relocated to Sibiu to compete in Divizia A under the name Universitatea Cluj-Sibiu, as Cluj-Napoca was under Hungarian occupation.

CAM Timișoara and AMEF Arad were banned for political reasons as they were considered workers’ teams.

FC Craiova and Gloria Arad was promoted to replace this 2 teams.

Also the Winner of 1939–40 Divizia B, Franco-Româna Brăila was banned being a worker team, so they was replaced by FC Brăila.
