Fubuki

Fubuki (フブキ, Fubuki), also known by her hero aliasBlizzard of Hell(地獄のフブキ,Jigoku no Fubuki), is the B-Class Rank 1 professional hero of the Hero Association. She is an esper and the younger sister of Tatsumaki, the S-Class Rank 2 hero. Fubuki leads the Blizzard Group, a faction of B-Class heroes who follow her, and she, along with her sister, forms the duo known as the Psychic Sisters (エスパー姉妹, Esupā Shimai).

Fubuki is a powerful psychic and often tries to recruit other heroes into her Blizzard Group to strengthen her position. She has taken a particular interest in Saitama, recognizing his incredible strength, and is actively trying to recruit him into her group. Despite her attempts to build a strong team, she is also a self-declared member of the “Saitama Group,” which unofficially includes those who recognize and ally themselves with Saitama, even if they don’t actively serve under him. This indicates her growing admiration and acknowledgment of Saitama’s potential.

Appearance

Fubuki is a striking young woman with a curvaceous figure and dark green hair cut into a bob, with a fringe that frames her face. Her eyes are a light green color, complementing her overall appearance. She is often seen wearing a stylish long white fur coat over a dark green, form-fitting V-neck dress with a high collar. To complete her sophisticated look, she wears thigh-high black boots and several white pearl necklaces (two necklaces in the anime version).

At times, Fubuki opts for a slightly different outfit, donning dark tights and black pumps instead of her signature thigh-high boots, adding versatility to her already elegant fashion sense.

Personality

Fubuki, also known as “Blizzard of Hell,” is portrayed as a cold-hearted, ambitious, and confident individual. Her outward demeanor reflects a high level of self-assurance in her abilities, but she is also strategic, understanding her limitations and rarely acting irrationally. Her ambition is most clearly shown through her efforts to secure her position as the top-ranked hero in B-Class, including recruiting or attempting to overpower potential threats like Saitama. This behavior, often manifesting as “newbie crushing,” is a prominent feature of her character and the Blizzard Group, which she leads.

Despite her outward confidence, Fubuki harbors deep insecurities, particularly stemming from living in the shadow of her much more powerful older sister, Tatsumaki. Fubuki recognizes her psychic talents and the potential to reach higher ranks, such as in A-Class, but believes she cannot surpass Sweet Mask, the gatekeeper of A-Class Rank 1, or her sister in S-Class. To compensate for this perceived inadequacy, she relies on strength in numbers, gathering B-Class heroes to form the Blizzard Group. Unlike Tatsumaki, who prefers to work alone, Fubuki places great value on teamwork.

Fubuki also possesses a strong sense of heroism. This is evident when she willingly sacrifices herself to buy time for Bang and Bomb to escape from Overgrown Rover, a Dragon-level threat, and when she risks her life to save Genos from self-destruction, despite the toll it takes on her body. Her actions demonstrate a selfless side that contrasts with her more pragmatic and sometimes ruthless leadership style.

Her leadership within the Blizzard Group is characterized by the respect and loyalty she commands from her followers, who are willing to risk their lives for her. While Fubuki cares deeply for her group members, she is also heavily reliant on them to help her rise through the ranks, reflecting her insecurity about standing alone in her sister’s shadow.

Meeting Saitama marked a turning point in Fubuki’s development. His strength and straightforward attitude inspired her to confront her fears and limitations, and she began to focus on personal growth and the betterment of her group. This encounter also helped her better understand her sister, pushing Fubuki to gather strong allies who could help both her and Tatsumaki. Underneath her seemingly cold and competitive exterior, Fubuki genuinely cares for her sister and desires to save her from the isolation Tatsumaki imposes on herself.

While Fubuki is generally more composed and level-headed than her sister, she shares a strong ego and often seeks authority and validation. Her attempts to recruit others, including members of the Saitama Group, are frequent, sometimes even assuming their membership without their agreement. Nonetheless, Fubuki continues to grow as a character, gradually moving past her insecurities and stepping into her own as a hero and leader.

Fubuki was once colleagues and good friends with Psykos, another powerful esper. At the age of 17, Fubuki took the decisive step of sealing away Psykos’ psychic powers after Psykos proposed wiping out humanity to the Supernatural Society, a suggestion that alarmed Fubuki and led her to take action.

Fubuki’s childhood was also shaped by her experiences with her older sister, Tatsumaki. When Fubuki was only two years old, she witnessed Tatsumaki being taken away by a group known as Tsukuyomi, who intended to research her psychic powers. At the time, Fubuki’s own powers had not yet manifested, which spared her from being taken.

Three years later, after Tatsumaki was rescued from a monster by the hero Blast, she returned to see Fubuki, with the intention of protecting her younger sister. However, upon arriving at Fubuki’s room, Tatsumaki was ambushed by four members of Tsukuyomi. Tatsumaki (presumably) massacred them in a violent display of power, which terrified a five-year-old Fubuki. This traumatic event awakened Fubuki’s psychic abilities and set the stage for the complex relationship between the two sisters.

Hero Association

Saitama
Fubuki strikes up an unusual relationship with Saitama after her introduction, often visiting his home alongside his other acquaintances. Initially, she attempted to recruit Saitama into the Blizzard Group to secure her rank, intrigued by his connections with S-Class heroes. Aware of his actual strength, she persistently tries to recruit him, using persuasion or trickery. Despite their disagreements, Fubuki shows a softer side, such as when she returned a cabbage he had forgotten, even though he had stuck her with a restaurant bill. She also attempted to hold a meeting for the assault on the Monster Association at his apartment, despite their previous mishap.

Fubuki trusts Saitama enough to request his help during her visit to the imprisoned Psykos, wary of the threat from Tatsumaki. She shows admiration for Saitama, but seems hurt to learn that he only considers her an acquaintance rather than a friend. After witnessing his strength, Fubuki is motivated to advance to A-Class, vowing to recruit Saitama into her group after realizing his superiority over Tatsumaki.

Tatsumaki
Fubuki’s older sister and fellow esper, Tatsumaki is both a source of admiration and frustration for her. Fubuki craves her sister’s acknowledgment but also desires independence from Tatsumaki’s overbearing nature. Tatsumaki often belittles Fubuki’s efforts due to her overwhelming psychic powers, which feeds Fubuki’s inferiority complex. Despite this tension, Tatsumaki is protective of Fubuki and quickly intervenes if Fubuki is injured. The two sisters share a strained relationship, but Fubuki remains devoted to helping and supporting Tatsumaki, even though she is often dismissed by her.

Despite their difficult dynamic, Fubuki showcased her love and concern for Tatsumaki during the battle against the Monster Association, declaring that she would help her sister in ways Tatsumaki couldn’t manage alone.

Sweet Mask
Fubuki respects and fears Sweet Mask due to his power. She believes that his presence at the top of A-Class prevents her from advancing, and she has described him as a “monster,” similar to her sister Tatsumaki.

Genos
Fubuki and Genos have a strained relationship. Genos rejects Fubuki’s offers to join the Blizzard Group and often shows disinterest in her. However, during the battle with the Monster Association, Fubuki saved Genos from self-destruction, despite the physical toll it took on her. As a result, Genos now holds a deep respect and gratitude for Fubuki, and their relationship has improved.

Blast
Fubuki has never interacted with Blast, but she is aware of his power and his role in saving Tatsumaki. While grateful to him for rescuing her sister, Fubuki feels conflicted about Blast’s lasting influence on Tatsumaki, which she perceives as a “curse” that led to her sister’s isolation.

King
Fubuki, like her sister, holds great respect for King and sees him as one of the strongest heroes. She was shocked to see him associated with Saitama, a lower-ranked hero. Fubuki even attempted to recruit King and other members of the Saitama Group into the Blizzard Group during a video game contest, where she was awed by King’s victory over her entire team. During the Monster Association raid, Fubuki declared King a member of the Blizzard Group and fought alongside him.

Blizzard Group

Blizzard GroupFubuki leads the Blizzard Group, commanding respect from her subordinates, and she deeply appreciates their loyalty. Despite caring for her team, Fubuki uses the group to support her ego, relying on their strength to bolster her rank. She often considers the Saitama Group as an unofficial extension of the Blizzard Group, much to the annoyance of Saitama and his associates.

Lily
Lily, a member of the Blizzard Group, serves as Fubuki’s personal assistant. Lily admires Fubuki deeply and became a hero because of her. In turn, Fubuki trusts Lily to manage the group when needed.

Others

Psykos
Fubuki and Psykos were once close friends and colleagues. Psykos served as the vice president of the Blizzard Group during their high school years. However, Fubuki sealed away Psykos’ psychic powers after Psykos proposed wiping out humanity, a decision that led to Psykos becoming a villain. Fubuki regrets not being able to save her friend from her dark path and feels responsible for Psykos’ descent into madness.

Abilities and Powers

Fubuki is considered the strongest among her group and her B-Class rank, except for Saitama. While she has claimed she could ascend to A-Class, she has faced challenges, such as being defeated by Demonic Fan. Physically, Fubuki appears no different than a normal person; Child Emperor’s scanning device ranked her at a mere “19”, while many B-Class heroes rank in the several hundreds, and A-Class heroes rank in the thousands. However, the accuracy of this scan has been questioned, as it doesn’t fully reflect the heroes’ actual physical or combat capabilities. Despite this, Fubuki is an effective leader, able to command her small army with complete loyalty from her subordinates.

Physical Abilities

  • Enhanced Endurance: Fubuki demonstrated her resilience during her battle with Do-S, enduring the full force of the monster’s whip, which had sent other heroes flying.

Supernatural Abilities

  • Psychokinesis: Fubuki possesses powerful psychic abilities, allowing her to block attacks from Dragon-level Mysterious Beings, although this exhausts her. She can also sense when her sister, Tatsumaki, is nearby or using large amounts of psychic power. Fubuki’s psychokinesis is versatile, allowing her to provide support to her fellow heroes during combat.

  • Psychic Barriers: Fubuki can create psychic barriers strong enough to protect herself and others. She was able to shield Bang and Bomb from Overgrown Rover’s energy blasts, although the effort left her physically strained, causing her to bleed from her eyes.

  • Flight: Fubuki can use her psychokinesis to levitate or fly at quick bursts when needed.

  • Organic-Body Enhancement: Fubuki can temporarily boost the physical abilities of organic beings, increasing their speed and removing pains or strains, as seen with Bang and Bomb during their battle against the Monster Association.

  • Telepathy: Fubuki can communicate telepathically, especially with her sister Tatsumaki.

  • Energy Suppression: Fubuki can suppress thermal motion, helping to stabilize Genos’ overloading core, though this took a significant toll on her, knocking her unconscious afterward.

  • Psychic Binding: Fubuki can immobilize targets, which she used on the entire Blizzard Group and other heroes brainwashed by Do-S. However, this technique was ineffective against Tatsumaki.

  • Psychic Whirlwind: By circulating psychokinetic signals around her, Fubuki creates a whirlwind capable of deflecting psychic attacks stronger than her own. This technique also has a jamming effect on other espers, although it was ineffective against Tatsumaki.

  • Psychic Strike: Fubuki can make a chopping motion with her hand, delivering a telekinetic strike to a nearby target, which can knock them unconscious.

Miscellaneous Abilities

  • Mental Resistance: Fubuki was able to free herself from Do-S’ mind control, possibly due to her strong will and ego.

  • Keen Intellect: Fubuki has shown sharp deduction skills, quickly assessing the situation during the Monster Association raid, even when others were clueless. Her constant research and quest for versatility have also led her to understand things her sister doesn’t, such as the connection between willpower and resistance to psychokinesis.

  • Box Cutter: Fubuki has been seen using a box cutter as a last-resort melee weapon during her encounter with Saitama.

  • Fubuki ranked second overall in the latest official character poll, narrowly beaten by Saitama himself. This was unprecedented due to her limited presence in the redrawn manga at the time of the vote.

  • According to the databook:

    • Likes: Being at the top of B-Class, the Blizzard Group, and brands that suit her style.
    • Dislikes: Cheap items, heroes of lower rank who do not join the Blizzard Group, and traffic jams.
    • Hobbies: Collecting high heels, shopping, gathering high-ranked heroes, and self-training.
  • Fubuki is her real name, and her hero name “Hellish Blizzard” comes from her psychic abilities that create raging winds, giving the appearance of hellish conditions.

  • Despite appearing more mature, Fubuki is actually five years younger than her sister Tatsumaki. Lily once mistakenly referred to Fubuki as Tatsumaki’s older sister, a mistake also repeated by Do-S during their fight.

  • In a drawing stream, Yusuke Murata, the manga artist, mentioned that the Psychic Sisters (Fubuki and Tatsumaki) appear “French,” likely referring to their fashion sense. Fubuki’s physical design is based on Japanese references.

  • As a high schooler, Fubuki used to stand with her back arched due to older men constantly staring at her chest.

  • In some of his drawing streams, Murata referenced the body of AV idol Julia Kyoka (also known as Julia Boin) when drawing Fubuki.

  • Fubuki’s name and character are likely inspired by theyuki-onna, a yōkai famous for her beauty, said to appear during blizzards:
